Levi is a squad leader like Hange and though he specifically leads a special ops/elite squad, canon doesn't make it claar if Levi officially outranks the "Buntaichous" because of this. I think: A) His "special rank" may be because he leads a special ops/elite squad. B) His rank is like an "honorary title" as he's Humanity's Strongest Soldier.

For example, "student council president" is "setokaichou" or just "kaichou" for short.
